Hungarian Participation Democracy's Ghost.

Every year I used to write an evaluation article. Probably that was the most wonderful year in the Hungarian history about the participation democracy point of view.

In this year the Hungarian "civil killer and predator scandal" become a big international issue. A year ago this point of view was a marginal topic even in the national media. In this year this topic is connected with the Hungarian situation in the Economist, New York Times, Sun or whenever you are reading about Mr Orbans unorthodox ideas.

The democratic competition could measure who has a bigger respect in the voters eyes. Looks like the Hungarians will not listening to the white collar worker speech any more. This party won the election again. They still coming out more and more crazy lies but in this year something changed. The people start to laugh about this lies. They have started to say how we shocked. The speakers in the demonstrations and the news put to the agenda the main questions. The questions about the corruption, the exclusion, the poverty is on the table again.

4 years ago our prime minister had a speech in front of the OECD leaders. That was the point when after the elections he start to talk about what could be happening during his governance. He was so proud how famous he would be when so many country will start to copy his unorthodox and incredibly  successful solutions. After this elections he also made his speech. He went to the mangalica pig farm witch owned by his village neighbour. He is the most rich and most famous gas-fitter in Hungary. Probably in the next election our national proud the mangalica pig community will be integrated to the election system otherwise I can not imagine what could happened with our prime ministers glory's shine.

The other channel how we used to have known what for we vote in the election is a summer camps speech in Transylvania. In this year he spoke about the death of the liberal democracy, in his opinion the dictatorships are very successful, including the Russian,  Kazakh, Turkish examples. His illiberal system is on operation already. He control the mainstream media, the police, the persecution, the judgement he used to threat NGOs or independent media actors including the bloggers. His hate speech not the first time targeting the EU organisations. But at the end of the day the world noticed, he speaking about system questions. He stood up for a special "human rights". In this "model countries" the leaders have limitless power to still anything what they want.

Barely a year ago, In February of 2014 after the Ukrainian revolution the Interpol start to internationally wanted 50 government guy who escaped with the corruption money. The Russian army "volunteers" killed  so many protesters in Kiev. Probably the predator countries leaders and the subjects of this countries saw an example for the bourgeois revolution . The people stood up for human rights. Of course our prime minister wants to use this "protection service" witch is available in Moscow, and of course our glorious leader don't want to be an agenda over end over again in the EU forums.

So in this year we noticed we joined to a half-Asian union and we turn our back to the EU, to the modernisation and a rule of law.

The system witch is distract the 80% of the EU development funds from the original targets is in operation still the first FIDESZ government start to work. In 1998 the MSZP and a FIDESZ made a pact about this control less  finance method. Mr Zuschlag /who made this pact with Mr Halasz/ was released from the prison after 6 years. /Mr Halasz still have been member of this government/. The Hungarian NGO sector have been suffering under this terror from 1998.

The way how this government/maffia vend the EU funds money is escalated to other areas. Some company meet with government brokers in the market and this guys offer them a special service. If they could be donate some government friendly "charity organisations" they don't need to pay the 27% VAT. So they can keep the position in the market. Otherwise you will be in the competition in the market with other sugar, oil, meat or whatever is your goods with other companies who use this "financial help". The American Embassy finally forbid 6 people including the tax office head because of corruption. They start to protest for the free market in this way.

As in Mr Putyins country the Hungarian government start to label the NGOs as a foreign interest servant. The government have tried to occupy the Norway Civil Found money.

The Norway EU minister Mr Vidar Helgessen worked hard to explain the madness to the EU decision makers.

Because of this two country work the Hungarian  PREDATOR system is a spotlight in the international public speech and because of the independent Hungarian NGOs work the end of the year so many times the people made demonstrations against this shameless corrupt politicians.

After the new "internet tax idea", we can see lots of demonstrations. Week by week the people go to the street to protest against this criminals.

Looks like Mr Orban so tired to create new lies about this system. And the lies making the people more and more angry.

Today, we have a demonstration again. Someone gonna speak about the participation democracy! So I am so happy!

Congratulations for Hungary for the 2014! I believe very soon our destine turn back to the European way and we will not join the half-Asian Union as Mr Orbans group wish.

My blogs focus have became a main issue in the Hungarian politics. In the country and the foreign affairs  as well.

After my last article week by week I have been shocking how many glorious new case study taking up a debate about the Hungarian democracy deficit.

The EU minister of Norway started a great international campaign which is try to wake up the European and North Atlantic politicians. The Hungarian government attacked the Norway Found NGO programme in this summer. They came out with a shameless picture. They wanted to occupy the civil found because it's not independent enough. It is funny when they tried to explain the government should be the assurance for independency.

I wanted to write so many article about how the government speakers lying in the media about the Hungarian NGO independency but I have been working without off days in this period.

Two American presidents came out with criticism about the democracy deficits and Mr Andre Goodfriend the Deputy Chief of Mission U. S. Embassy Budapest, day by day in the newspaper because USA cancelled visas for Hungarians involved corruption.

One of the government friend news try to find out why USA get angry and they explained a case in the oil market. One of the food oil company was asked by a tax office "broker" if they would be so kind to support this and this foundation, they can involve them a system, which is help them to sell the food without VAT or less VAT. The TAX Office Chief is the top of the corruption list. That is the Hungarian version of the "free market competition". Yesterday I meet with a detail: 30 % of the Hungarian VAT disappeared anyway. Looks like the tax office brokers doing an effective job to involve companies to crime. Just try to imagine how is the competition in the market if some prodact coming with a 27% tax and some companies bale to ignore that in the pricing.

There is an other level of this conflict. Mr Orban funcy the Russian / Armanian / Azerbaijan etc. society economy model which is based on the exclusion + competition restriction.

This societies happy to feed the politicians families with whole markets. The Hungarians don't issuing at all when the FIDESZ or MSZP people destroying a market and put themselves to the owner position.

When Hungary start to celebrate the Turkish - Russian - Azerbaijan model and start to hate the European public speech and rule of law based cultures we get a position between the USA and Putyin debate. We part of the NATO and the European Union, but clearly want to give guarantees for our criminal politicians: they will have never been questioned about issues. No public speech, no persecution, no arraignment!

In this cocktail the conflict between the local communities / nationwide movements and the predator political parties became a big international debate.

The people week by week go for demonstrations and fighting against the government. Try to explain how we angry about this madness. Try to stop the government about the criminal system changes, about the hate speech against the independent Hungarian Civil Society! Basically the government came out with a new tax idea. They wanted to lay an extra tax to the internet. Top of the 27% VAT we need more and more!

The internet is the last agent for the public speech. We have no independent media at all, the nationwide councils are destroyed, so many sector wide  umbrella organisation is a caricature of itself. The internet, the face book the blog world is our last chance to fight against the politicians lies.

I am so happy to see how the international constellation support us!

At the beginning of this I wrote a letter for Vidar Helgessen to explain him my participation democracy history blog how useful when the government lying about the NGO sector independency.

After 8 weeks I have a long list who else should be addressed. The European Commission European Anti Fraud Office. The U. S. Embassy Budapest. Of course I should start to speak with the Hungarian movements who start to protest. The Humán Platform, the Ökotárs, the new student movements, the internet tax protest movements or the watchdog blog portals should be contacted.

I am thinking to brake my promise and turn my blog back to Hungarian or start a video blog in Hungarian. After this demonstrations I become a proud Hungarian again!

Between Moscow and Budapest there is a European orientated country. Nine month ago they have stood up against the Russian orientated criminals which had been called before Ukraine's government.

 The European Union accused fifty Ukrainian "business man" after the Ukrainian revolution.

On my last Hungarian article which was published a community blog call "határátkelő" - "border crossing point", I subject the a model which is making distinction between the predator countries and the welfare society model.

  There is a lots of excommunist country which became nationalist with a special "capitalism" picture. The local nationalist movements paint a picture about the  dangerous foreign word and some family around the government try to occupying the local markets before the foreign owners do. Even if have a lot of participants on the market, they ready to exterminate the former local owners and sector by sector the government mafia own the half country.

To the "word's richest man" list so quickly came some "business man" who started to own the Siberian oil companies.

The state capture model is so popular over near here. As my glorious prime minister explained a month ago in the Tusnadfurdő speech. That was the point when the world news papers start to talk about the Hungarian ideologist interest group success.

So many times he spoke something around this model. The "exclusion and competition restriction based society" model is not only Mr Orban's favourite. He is right. This fashion is quiet popular in East Europe and middle Asia.

It is a sensitive question to mix an international conflict and an other issue which is should be under national control.

In my opinion Hungary made a secret deal about a new fusion reactor in Paks with Putin, which is giving a massive Russian control for them in the next 30 years on the Hungarian budget, because the criminal politician elite paying in this way for Russia to defend them if necessary.

Yesterday a Russian MP talk about the Hungarian tanks which was sent to Ukraine. He said that If we saw tanks and thought it was Russian tanks, it is Hungarian tanks it had sent to this area by American order from Hungary.

I was quiet confused how the Hungarians tanks going against the Russian army if Mr Orban and Mr Putin so familiar with each other, but after that I got light in my mind. Around January I would say it is a revenge against 1956, but the wind get changed.

The Hungarian government was under terroristic press from USA, and by the way what we call Russian army against Ukraine it is by the fact American support for the rebels. 

So in a Russian eye the Hungarians are not a bad guy definitely. We are just innocent again. And by the way what we call Russian army in Ukraine is an American aggression against  an independent country!

Two minutes ago the wind had changed again. Mr Putin and Mr Porosenko signed an agreement about a ceasefire.

Is it possible I lost something? Mr Putin became an American president?

Yesterday our glorious prime minister say good by to the democracy in Tusnádfürdő's speech.

Instead of the normal process we used to hear his party program when we saw especially this summer camp speech. Sometimes in international conferences say something. Definitely no reason to have a look what is in the election program. Usually nothing on there. In the new government model, after when he won the elections without public program, he came out with a new idea. We don't need government program any more. We don't need written goals and targets. We don't need to remember what did they said about the "what to do questions".

The countryside and also the international media full of his oracle. He said that the age of the liberal democracy had ended. After that free to follow Mr Putin "special democracy" model. Probably he thought free to kill bloggers, journalists, association chairmen, foundation activists and MPs.

3 month ago one of the last independent news journalist wrote about that he thought if we copy the Putin dictatorship methods we need to build up a campaign against the NGO activist. In Putin country every NGO activist is a foreign spy.

So why we wondering when Mr Orban yesterday came out with this idea?

Some news article takes Mr Orban point of view and try to thinking about the future when the democracy has died.

But it is a wrong opinion.  Our democracy had been suffering from 1998 when this ideologist interest group and the other big party the MSZP made a dill against the independent NGOs. They killed the media and the III. sector  independency together. Systematically we was under attack. I was chairman of the National Student Union. I was chairman after 3 other community development organisation. I was just crying in this time to see  this organisations been destroyed.

When I start the Participation Democracy blog, my main issue was "why the football hooligans is the participation democracy movements for the Hungarian journalist, how does it happened we are not existing in front of the publicity?

When I organised a nationwide campaign about the "Employment", about the 1000 billion HUF what is came from the European Union yearly to build up a better modernisation. The Hungarian media achieved  1 article about this campaign. Before when I organised one about the "Youth and housing" I had 100 access to the media.

I left a 20 years successful carrier behind when I decided to run away from Hungary 6 years ago. When I was 36  I had a TV and some furniture. I felt if I keep to helping people as a social worker I would die as a homeless in the street in the end of the story as my father died.  

My community development colleagues was sceptic why I start to call "civil killer - predator partocracy" this regime.

So, time to wake up mates! You are hunted! Probably our family not in safe any more!

In the last 16 years they was take care of your organisation budget. But from now, coming a new age!

What is going to happen?

I was in holiday in last week back to my original country. In this week the government have taken a huge amount of money from the last independent NGO bank account. That is a kind of message. "shut your pie hole" -otherwise I can kill you.

That is the meaning of the message. The Hungarian NGOs have been abused in the last 16 years in this way. It is turning worst.

That was so painful to see an NGO leader to cry about this after when I had been emigrate about this reason 6 years ago.

Let me explain to you the history of this story. How our country turned to a "civil killer" regime. How we decided to attack the citizen voice? Why is it so important to destroy the last independent associations an foundations civil networks for this government? I would like to show you the process or the history of this this. What has happened in the last 16 years?

I will step back regressively, from the 3. Orban cabinet NGO war has a massive history in the last 4 governance period. Starting with the first Orban administration the Hungarian modernisation is systematically try to ignore the citizen voice.

 5. Brutal government attack against the independent Hungarian NGOs

When I was on my holiday this week the some government organisations like tax office has taken a huge amount of money from the last independent NGOs bank account. Probably the target is to kill the last independent organisations, or destroy the organisations as much as possible. That action is the most close to the physical abuse which is happened 50 years ago, after the 1956 revolution. The NGO leaders need to choose an other occupation, an other profession, they need an other job if the worked for that sector. The original organisation mission has to be eclipsed. As a former NGO activist I can feel what the community leaders think about the future now.

Of course the NGO leaders went to the government officers and asked "what a hell is this". They NGOs and the government officers spoke about this in a public forums. The most painful question is, "the appeal does not lies" situation. By the law they can not realy asking questions about this process, because the government 3 times reorganised the civil society finance mechanism. Who is punished this organisations with this sanction is a dead organisation body. Even it successor bodies also has been closed. One of the government officer "was so kind" to answer the organisations question. "Let you inform you that action had been planned in 2010.

4. The rise of the civil killer demon

The technique how the government has taken this money had been planed from 2010. When this government administration had taken its office one of the first thing what they planed and would managed in the last governance period, was this game. From 2011 1st of January the National NGO Found administration was given from ESZA Kht to the Wekerle Sándor Alapkezelő. The ESZA kht was the backround from 2007-2011. After this change the new administration was relieved by the same government. They put the national NGO finance money to the "Nemzeti Együttműködési Alap" /National Coorporation Found/, and the administrations be come "Emberi Erőforrás Támogatáskezelő". /National Human Resource Found/. Between this change by the law the they separate this two period. The new organisation is not assign of the former one. The punishment in the last couple weeks came from the "ghost" organisation bodies. They have no address, no phone, secretary, by the law the doesn't exist. Even we can not put this case in front of the court because the "ghost" is not sueable.

3. The Norway scandal

 If we step back in the time and have a look what has happening between the election and nowadays, we can read in all news paper the story of a debate between the government and the Norway Found. It has been taking 4 month. Mr Janos Lazar start to blame the Norway Found founding redistribution. In his opinion the process is mainly support the green party call LMP instead of the independent NGO-s. He ask to broke up the contract between donor and the consortium who doing the tendering. He asked the Norway found to let the money redistribution under the government organisation control or stop to give money the Hungarian NGOs.

Mr Janos Lazar came out with a massive shameless lie. After when they had been systematically ignoring the sector independency for 16 years, with the EU and the local donations, he started to blame anyone else. If an independent person listening/reading his words looks like he stood up for the III. sector independency against someone who doing a brutal attack against this.

Actually the the situation is up side down. They will have been confronted in a day about what have happened with the Hungarian public speech. Especially with the civil sector players.

That was an interview given by his colleague the Government Speaker in they "model" the Hungarian civil society is not like the other countries NGO sector. Our communities all politically dependents. They have right or left side party background, so time to kill the green organisations.

Even if you put together any kind of article against the linked one, you can have a look how confused our government about this issue. The green organisations right or left dependents? If the Hungarian NGOs all sacrificed its independency before what kind of independency is threatened by the Norway Found and some NGO donors? How our government able to defend the independent NGOs is all the EU or any money which coming from abroad centralized in the government hand? Why this government was blamed about lots of democracy deficit from so many EU forum and in the country?

2. Record amount of new enactment without any civil control.

During the last governance this guys made record amount of new law. I can say all of them was prepared without the professional public speech and civil forums. The lawyers do not giving opinion how the system is correct by the law. If we do something around the mortgage we never invite the youth organisations or someone who can represent the "families" interest, or the tax payers interest. At the end of the day all our system changes just rape the family budget. Our "system maker history" in the last 16 years is full of this terror. In our new/old religion the experts and the stakeholders must be ignored if we doing anything about the systems. Doesn't matter it is a constitution, mortgage, school finance, media, or whatever.

Even the government party guys not able to speak with during the decision prep time. Mostly they meet with the crazy ideas when they vote for this in the parliament. This is the Ipod law age, when this party making the new law in secret. All our system changes has made without public debates or any kind of social dialogue.

1. The Halasz - Zuschlag pact

4 governance period before when this party win in the election they destroyed the national NGO fund system in the parliament. That was a parliament committee in this time. They just had thrown the bin the NGO experts evaluation score work and let the committee to vote with the two big party list. One of the MP start to cry on this time. That was the point when they had doomed the Hungarian democracy first time. After two years Mr Janos Zuschlag, the "broker" MP of this pact from the MSZP went to the prison because of prosecuted for corruption. The curt invite her to speak about this in front of the trial, but she had just sent a letter for them.

After my lovely country used this money redistribution model in every situation when the politicians touch any kind of money. HEFOP, EQUAL, LEADER, Switzerland Fund, agriculture support or centralised the tobacco trade and give a trade right back to the market. Every distribution is a scandal story after this point! This 16 years has been a brutal attack against the Hungarian modernisation based on this practice!

And after that Mr Janos Lazar start to defend the sector independency. He is worried about civil communities some of these educate kids, some of these promote the recycling, some of them making community theatre, some of them help the people plan ourselves, some of them try to understand what is happening in the Hungarian village, some of them doing community centre or made the internet available... etc. That is ridiculous?
